Govt prioritises plan and programmes with a vision for future: Khandu

ITANAGAR, Aug 16: Arunachal Pradesh Chief Minister Dorjee Khandu yesterday said that the state Govt has prioritized plan and programmes with a vision for future development of the state and welfare of the people.

Addressing the people of the state on the occasion of 63rd Independence Day, Khandu said “the most important task of the government will be to create sufficient job opportunities for unemployed educated youths through development of hydropower, tourism and information technology sectors and avenues for self-employment through development of horticulture, tea and bamboo cultivation, agriculture, industries and handloom and handicrafts besides implementation of RKVY which will be backed by conducive policies.’’

Highlighting the various priorities of the Govt, Chief Minister said “we will guarantee health security to the people and accordingly, all BPL families will be covered by the Rashtriya Suraksha Bima Yonja (RSBY).

Disclosing that district hospital in Anjaw and Kurung Kumey districts will be established, Khandu said, all PHCs and CHCs will have functional ambulance reference services and General Hospital Naharlagun will be upgraded and expanded to a 325 bed hospital with 50 seats for Medical College.

The Govt will ensure adequate infrastructure and all subject teachers in all schools, particularly those located in remote areas, the chief minister said and added that in order to maintain quality education, the teachers will be appointed through Public Service Commission.

“We will provide 25 kg of rice/wheat per month to every family below the poverty line (BPL) @ 2 per kg either rural or urban areas”, the chief minister avowed. He said the state Govt shall establish Soochna Bhawan to fulfill the long pending demand of the IPR department and the press fraternity of the state. The chief minister said that the state Govt will provide a corpus fund of Rs 10 crore each for Sarada Mission School at Khonsa and R K Mission School Narattam Nagar, Deomali and a corpus of Rs 5 crore for Donyi Polo Hearing Impaired School at Itanagar.

The 4th IRBn will be raised to meet the increased security demand, he said.

Highlighting the various developments the state achieved during the year, the Chief Minister informed that his government has been  implementing the Prime Minister’s infrastructural developmental package with sincerity to accelerate the pace of development in this land-locked state.

‘’The important components of the package include construction of two-lane Trans Arunachal Highway from Tawang to Kanubari covering 1,559 kilometers with a total cost of Rs 5,500 crore, electrification of all households in the state at an estimated cost of 550 crore, establishment of railway line from Harmutty in Assam’s Lakhimpur district to Itanagar, green field airport at Itanagar, besides development of other airports at Pasighat, Aalo, Daporijo, Ziro and Tezu and upgradation of Advance Landing Grounds (ALGs) at Tuting, Mechuka, Vajaynagar and Wallong,’’ he added.

He said the state government had implemented the Central sixth pay commission from January this year with six months arrears already paid. However, 15 months arrears of the remaining 30 have been released and the rest would be released by March next year.

‘’My government has also given equal priority to the power, tourism, education, health, agriculture and allied sectors and undertaken various innovative schemes during the past years,’’ he disclosed, adding to strengthen the Panchayati Raj Institutions (PRIs), the State government would allocate from plan funds an amount of Rs ten crore for schemes to be implemented by the PRIs.

The Chief Minister also informed that the State government had taken number of welfare measures for the people including age-old pension, honorarium to gaon burahs, incentives to Arunachalees youth for competing UPSC exams, stipends for students, free text books and winter allowances to the employees serving in high altitude areas.

Twenty eight small/mini/micro hydro projects with power installation capacity of 28.28 MW have been completed, the Chief Minister disclosed.

Reports from across the state on I-Day

Along with the rest of the country, the 63rd Independence Day was celebrated throughout the state with much enthusiasm.

Addressing the people on the occasion at Doimukh general ground as the chief guest,  MLA Ngurang Pinch highlighted development works (some of which are under progress) under his tenure which include augmentation of water supply at Doimukh, Yupia, Karsingsa and Banderdewa, sanctioning of Doimukh to R G University road, Woodland park at Yupia, development of traffic point at Doimukh market, RCC car parking etc.

Unfurling the tri-colour at Sagalee on the auspicious occasion, PWD and UD Minister Nabam Tuki  highlighted the various achievement in Sagalee subdivision  during last five years which include upgradation of SDO headquarters to ADC independent Headquarters at Sagalle, establishment of new PWD circle at Bobia, upgradation of CO headquarters to EAC headquarters, Mengio, creation of circle headquarters at Parang etc.  Besides these, many road and bridge projects under PMGSY, NLCPR, RIDF, SPA, SAP, ACA etc have been undertaken in Sagalee subdivision.

Tuki also highlighted various achievements of the state Govt which include revival of Cooperative Apex Bank, PDS streamlining, implementation of 6th Pay Commission, establishment of new colleges at Yachuli, Seppa and Nyapin, implementation of NREGA,  upgradation of General Hospital Naharlagun, old age pension, enhancement of GB honorarium.

Tuki also released the book titled –Nyishi Lokgeet Sanskritik Adyayan, written by Dr Joram Aniya Tana, DNGC Asstt. professor.

YUPIA: The chief guest of the day the DC PP Yupia Bidol Tayeng unfurled the Tricolour amidst gathering of civil, police, and ITBP officers, staffs, public leaders, GBs and general public at general ground near District court. Highlighting the historic background of the day, Tayeng said the day beckon us to rededicate ourselves for the greater cause and development of the countary.

The East Kameng district also celebrated the I-Day in a befitting manner at various circle HQs.

At Seppa general ground  MLA Tanni Loffa attended the function as chief guest and highlighted the development achieved by the present Govt. under the leadership of Dorjee Khandu. He also highlighted the development achieved in the district, especially in education, power, water supply health sectors and major steps being taken for further development in education, power sectors.  DC Pige Ligu and other Govt officials, public leaders, panchayat leaders, GBs and general public took part in the celebration.

Meanwhile an exhibition footwall match was played between DC XI Vrs. EKCCI. The DC XI after horn to horn battle put EKCCI by 5 -0. The prizes were also distributed on the occasion.

At Pasighat, the national flag was unfurled by the local MLA Bosiram Siram. Siram announced various developments achieved and undertaken so far in East Siang District in general  and his constituency in particular. The major developments achieved and undertaken include- Pasighat-Balek road, construction of Samshan Ghat  (Burial/Cremation ground), Indoor Stadium at general ground, completion of Raneghat bridge, establishment of Ayus college, construction of Drinking Water tank at main bazaar, various developments under departments like PWD, RWD,PHE, WRD, Power, agriculture, horticulture,  veterinary,UD, RD, forest and environments, education, health etc, IAY,  introduction of Municipal Committee at Pasighat for the first time,  Sibokorong-Siang protection dams etc. For dissemination of information through electronic media the IPR under Prasar Bharati Scheme distributed 103 nos. of Colour TV with DTH set to the needy people in the district covering far flung areas.

In recognition of the commendable service rendered by the  ‘Arunachal Charity Home, Dibrugarh’ Siram awarded with commendation certificates to Jobang Modi (MD-cum-Founder) and Silver medal to Oyin Paron (Secy-cum- Chairman) and Shri Jolly Verghishe (JE) for his excellent service in the department of RWD.

MP Ninnong Ering, Nanon Jamoh, Advisor to Chief Minister, DC Onit Panyang, SSP DC Srivastava, senior citizen Among others witnessed the celebration. A friendly football match was played between MLA (XI) Vs DC (XI).

Earlier, Nanom Jamoh, hoisted the national flag at the KGBV (Kasturva Gandhi Balika Vidyalaya) Pasighat this morning amidst the gathering of teachers and students of the school. In her brief speech Jamoh claimed that females could also contribute their services equally in life for all round developments to the state in particular and the nation in general to build a strong and self-reliant state and nation.

AT Mebo the minister IPR, PHE and Cooperation Lombo Tayeng unfurled the National tricolor.

Highlighting the various achievement of the Govt in Mebo area in particular and the state in general under the leadership of CM, Tayeng said that  the Govt has fulfilled the demands of the govt. employees in regard to arrears. He mentioned  upgradation of SDO Mebo to ADC post, decision for creation of two new districts- Longding and Lower Siang as some of the major achievements of the Govt.

At Aalo, Jarsa Gamlin, Chairperson- Zilla Parishad of West Siang District was the Chief Guest on the occasion. Gamlin lauded the developmental initiatives in the country under the leadership of Dr. Manmohan Singh at the Centre and the State Govt. under the visionary leadership of Chief Minister Dorjee Khandu and highlighted on achievements of the Govt in various sectors.

At Tawang,  MLA Tsewang Dhondup  unfurled the tri-colour at General parade ground amidst huge gathering.  State is in the right path of development, he said while highlighting some of the developmental works achieved in the Tawang district in particular. MLA said that the most important achievement made under his tenure was completion of KANDO DONA SANGMO District Hospital OPD building.

On the occasion, MLA gave away the Rs. 10,000 and Rs. 5000 cash prizes to DUDA and Urgelling-Manjushree complex for Best and second best colony respectively. The various colonies were judged on various parameters for the past few months.

The day also marked conclusion of weeklong Mera Lama Lodre Gyamtso football tournament where final match was played in between DC-XI and Gyankhar-XI. The later team took the trophy home by victory margin of 1-2 goals.

The catholic community of Itanagar also celebrated the I-Day in a befitting manner. The Parish priest unfurled the tri-colour and prayers were offered for the peace and prosperity of our nation in general and Arunachal Pradesh in particular.

The officers and staff of Directorate of Research and Library jointly celebrated the Independence Day at Library premises here yesterday in a befitting manner. The National Tricolour was unfurled by the director (Research), Tage Tada.

Among others, the deputy director (Library), T Mize, deputy directors (Research)-B Pertin and R Dhondup attended the celebration.

The NCC unit of NERIST also organised a Pledge ceremony on this occasion against “Female Foeticide” as a part of the public awareness programme of 1 Arunachal Battalion NCC, Naharlagun.  Captain Akhilesh Kumar Gupta, NCC Officer of NERIST, administered the Pledge to all the NCC Cadets, and the NERIST fraternity.

At Tezu, Tezu-Sunpura MLA Karikho Kri unfurled the ceremonial flag.

In his address Kri recalled the martyrs who made supreme sacrifices to liberate our country from the yolk British imperialism. He also highlighted the  development under the CM Dorjee Khandu-led Govt . Tezu- Sunpura has witnessed lot of devlopments in education, health, road communication, water supply. A proposal for science stream at IGG collage is under active consideration of government and investigation, survey and public hearing on power projects in Lohit and Anjaw have been completed peacefully, he said.

At Yingkiong in Upper Siang district DC  Pawan Kumar Sain unfurled the National Flag at general ground in the presence of former Chief Minister Gegong Apang, MLA.

Addressing the gathering, Pawan Kumar Sain  highlighted on various developmental works being taken to help the common masses. 75 APST girls have been selected under “Pratibha Khoj Scheme” and Rs. 5, 000 each have been provided, he disclosed. Anti-hunting, anti-opium and anti-plastic awareness is being created.

He congratulated Shri Tako Modi, HA, DC Office, Yingkiong for being conferred with the State Commendation Certificate for his meritorious services.

Our correspondent adds: MLA  Laeta Umbrey hoisted the Tri-Colour at the General Ground in the midst of mammoth public gathering. The MLA  while paying homage to the martyrs, highlighted the development within two and half years of his tenure which include improvement of law & order, development of roads, optimum utilization of MLALAD funds, sanctioning of number of central schemes including Rajiv Gandhi Gramin Vidyutikakan Yojana (RGGVY), National Rural Employment Guarantee Act (NREGA) and Pradhan Mantri Gramin Sadak Yojana (PMGSY). “The Power scenario in the township is likely to be improved with the commissioned of the 33 KV power lines which has been brought successfully up to Simari, he said while appreciating the EE A K Paul of Power department and his team.

The Tirap district also celebrated the Independence day with joy and enthusiasm. Unfurling the tri colour local MLA Kamthok Lowang said, “along with the rest of the state our district has also made steady progress in all sectors like Agriculture, Horticulture, Education, Health, road connectivity and so on. ‘Sincere efforts are on by us to involve the people more closely to make the government schemes result-oriented.’

He also highlighted the achievements of the state Govt including  revival of Cooperative Apex Bank, streamlining of  the PDS, implementation of 6th pay commission, devolution of  power and funds to PRIs etc. P. Matey, best Anganwadi worker in India, Ranphoa Ngowa, sharpest mind of India and Limca Book of records holder in Rubiks Cube, Bewang Lowang, progressive farmer and a pioneer in terrace cultivation in his area and Manwang Bangyang, PA to DC, a sincere and dedicated worker were given awards by Tirap district administration in recognition of their services on the occasion.

The day was also celebrated at Longding, Kanubari, Deomali, Lazu, Dadam, Wakka, Pongchau, Pumao, Soha and other places in a befitting manner.

At Bomdila: MLA R.T. Khunjuju unfurled the national flag on the occasion.                                                Dwelling on the various developmental works initiated and undertaken in the district  and  the  State  as a whole Khunjuju called upon the people to work hands  and repose faith in the state government for further development of the district.

Conceived by the Deputy Commissioner Swati Sharma in order to enhance the performance of the students and, that of other officials in the district, the district toppers of C/X and XII (all streams), outstanding NCC Cadets and the Gold medalist on Republic Day, were felicitated by the chief guest..

A district level Indoor tournament of Badminton, Table tennis and Billiards and the finals of the third and final edition of the Lt. Kachai T. Khunjuju Memorial District Level Football Tournament was played between Charrit Eagles Blue versus Charrit Eagles Alpha. The Blues lifted the trophy and the cash award of Rs. 50,000 with a 1-0 lead.

He further elaborated that under the leadership of Chief Minister, Dorjee Khandu, Congress Party led State Government is committed for the development of every region of Arunachal. ‘Our government has adopted many challengeable steps regarding progress and most of them are completed and some which will be completed soon.’

He also adds that we must always stand united and work for the betterment of the country. We must not forget those martyrs who gave their today for our better tomorrow.

Staff Correspondent adds from DIRANG: ‘The Arunachal Pradesh of 21st century need inclusive development oriented leaders who will lead the state towards achieving all round peace, progress and prosperity and take the state to a higher pedestal of glory’, said Principal Advisor to the state chief minister, Horticulture Parliamentary Secretary and local MLA Tsering Gyurme in his Independence Day speech here today.

While informing the various developmental activities of the Congress led state Govt. under the leadership of chief minister Dorjee Khandu, Gyurme said that Dirang had witnessed maximum inclusive developmental activities during 2008-09 since India’s independence 62 years back. He said that almost all the villages of Dirang circle had been provided with road and electricity connectivity. In the field of education, he said that a Central School, a Sharda Mission School for girls, and a new Polytechnic College to provide vocational education to the educated youths would come up shortly. Along with the National Yak Research Centre, An Industrial Training Institute, a Superintending Engineer (Electrical) Circle, an independent Additional Deputy Commissioner’s post, a Krishi Vigyan Kendra and a PWD Division office had also come up shortly.

Reiterating that Dirang had qualified to become one of the model places of the state for ‘revolutions’ taking place in the fields of Horticulture, Tourism and Service Sectors, Gyurme said that electorates should vote intelligently and elect their leaders based on his track record of development for his constituency. ‘I appeal the Election Commission of India, the State Election Commission and the District Administrations to conduct the coming Assembly elections in the most fair and peaceful manner and any attempt from any corner to sabotage the same should be dealt severely’, he added.

MVFC lifts Abo Tani Cup, while Sanjay announces Rs 1 Cr

ITANAGAR, Aug 16: Model Village Football Club (MVFC) lifted the 3rd Abo Tani Cup state level football club championship at Rajiv Gandhi Stadium beating Darko Sports Club in a tough competition yesterday. DSC’s Tame Tara scored the first goal in the 15th minute while the equalizer from MVFC came in the 52nd minutes. Even after the extra time, teams could not score forcing a penalty shootout in which MVFC won 4-3.

DSC which exhibited outstanding performance in the entire tournament also showed its dominance over MVFC but could not save the team from defeat. Though DSC got many opportunities to score but they failed to convert those into goals.

DSCs Richard Choudhury got the best goal keeper award.

Best player of the tournament was Prince Rai. Loi Kena of MVFC who scored seven goals in the entire tournament was awarded best scorer. Earlier, speaking as the chief guest, MP Takam Sanjoy assured to sanction an amount of Rs 10 lakhs for maintenance of the stadium and another Rs 90 lakh for the extension of the gallery in the stadium.

Naharlagun Bazar Welfare Committee, chairman Techi Kaso also spoke on the occasion.

The tournament was played under the observation of match officials Kipa Tachung, Kalam Pait, Tabom Saroh, Duyu Bida and Atu Ligang.

Altogether 14 teams from various clubs had participated in the tournament.

 

ITBP team to ski down from Mt Everest!

KIMIN, Aug 16: Union Home Minister P Chidambram flagged off the first Indian (ITBP) mountaineering and skiing expedition to Mt. Everest from ITBP headquarters at New Delhi on August 12 last.

The leader of the 28 members’ expedition team is DIG Harbhajan Singh, a renowned mountaineer.

Speaking on the occasion, Chidambram said that this attempt of ITBP will be inspiration for all Indians.

ITBP Director General Vikram Shirvastva said that the team having experienced mountaineers and skiers will certainly accomplish its mission of skiing down from the peak.

The first mountaineering and skiing expedition is being launched to Mt. Everest from August to October 2009.  The attempt to skiing from the Everest top by this team will be a world record in itself.

This 28 member team has three Everesters Inspector Hira Ram, Constable Pradeep and Constable Pasang T Sherpa and two international level skiers Assistant Commandant Bhag Chand Thakur and Assistant Commandant Nanak Chand Thakur (Olympic skier).

The team has 12 climbing members and 8 skiers with one lady member Inspector Bhanita Timugapi who has participated in 16 expeditions and has already scaled 13 peaks including Mt. Kamet, Mt. Abi Gamin, Remo, Manthosa and Satopanth.

World class special equipments and clothing has been procured by ITBP for this expedition. Two special helmet mounted video cameras are being used to record the skiing down event. Professional high altitude photographers are being hired to record this world level event. This expedition will establish base camp at the height of 17500 ft. the camp one, two and three will be establish at height of 19500 ft, 21000 ft and 23500 ft respectively. The camp-IV will be summit camp at the height of 26300 ft.

Till date ITBP has scaled more then 161 national and international peaks. The ITBP mountaineers have the record of scaling Mt Everest six times in 1984, 1992, 1993, 1995, 1999 and 2006.

Sonam Palzor was the first ITBP who scaled Mt Everest in 1984. An exclusive ITBP team under the direction of Late Hukam Singh, Additional DIG had scaled the peak in 1992. One of its member’s Santosh Yadav again scaled the peak in 1993. In 1996 the team of 6 lead by Second-in command Mohinder Singh succeeded in scaling the Mt Everest.

Late Sangey Sherpa achieved the rare distinction of climbing Mt Everest for the third time in 1999. The 2006 ITBP team had 9 members and 4 Sharpas who climbed the Mt Everest under the leadership of Harbhajan Singh.

ITPB records for having 20 personnel who have scaled the peak with 4 members who have climbed twice and late Sangey Sharpa accomplished the scale thrice.  

 

Workshop on medicinal plants & rhododendrons

ITANAGAR, Aug 16: A two day workshop on Conservation of Medicinal Plants and Rhododendrons of Eastern Himalaya in India is being organized at the North East Regional Institute for Science and Technology, (NERIST), Nirjuli, Arunachal Pradesh on August 18 and 19 next.

Biodiversity and Conservation Programme of Winrock International India is presently implementing conservation programmes on wild medicinal plants and Rhododendrons of Eastern Himalaya with support from Department of Science and Technology and National Medicinal Plant Board, Government of India.

The consultation aims at developing working schemes for wild medicinal plants in Western Arunachal Pradesh and a Conservation Action Plan for Rhododendrons.  

The consultation on wild medicinal plants of Arunachal Pradesh is a follow up to the consultation held at State Forest Research Institute, Itanagar on March 30 last.  

 

Thousands sapling planted as ‘Go Green Arunachal’ takes off in style

ITANAGAR, Aug 16: Arunachal Pradesh Governor Gen J J Singh’s vision for a greener Arunachal received a big go as huge numbers of children, teachers, citizens and government officials participated in a plantation programme despite heavy down pour at Raj Bhavan here today. The plantation was organized by Muskan society in collaboration with department of Environment and Forests, as a part of State wide programme. The Plantation programme, where more than thousands saplings were  planted at Raj Bhavan is an endeavour of the Muskan Society to instill love for the nature amongst the children at tender age and also create awareness on climate changes, green house effects and other environment related issues.

You have sown gold, said Gen Singh while appreciating the people for taking part in the plantation.

Exhorting all, he urged upon the people of Arunachal Pradesh to increase the forest cover of the State from 82% to 90%. It will be our contribution towards the betterment of the society, the world and for our future generations, the Governor said. He planted Hollock and Hollong saplings on the occasion.

Placing in record his appreciation for the effort of the Muskan Society for its endeavour towards maintaining the rich green bounty of the state, the Governor said that each and every Arunachalee has the responsibility for preservation of the exotic flora and fauna of the state.

Speaking on the occasion, State First Lady Anupama Singh who also the President, Muskan Society urged upon the people to plant a tree and join in the fight against global warming and pollution caused by carbon dioxide emissions.

Over the last 10 years, forest cover has diminished by 2.4 per cent worldwide. All plants release oxygen and absorb carbon dioxide in order to survive and in so doing help cleanse the atmosphere. A hectare of mature forest absorbs the equivalent of year’s worth of carbon dioxide emissions from 250 cars, she justified.

Informing the participants, that they are joined by large numbers of Arunachalee in different parts of the state as the ‘Go Green Arunachal’ plantation programme is being simultaneously organized throughout Arunachal Pradesh, the Muskan Society President said that with enthusiastic participations, we can counter the ever-depleting forest covers of Arunachal Pradesh.

Earlier Secretary to Governor Amit Singla said that effort of the Muskan Society and department of Environment and Forests under Raj Bhavan initiative will definitely go long way in preserving the God gifted bounty of the State.

Social Forestry Divisional Forest Officer Kenjum Rina, who also spoke on the occasion, expressed the department’s gratitude to the Governor and Muskan Society for providing an the opportunity to participant in the programme which will give huge impetus in preservation of forests.

Rina further said the participation of school children and media persons has a paramount importance to carry forward the message of preservation of rich flora and fauna in the state.

Led by the Governor and State First Lady large numbers of students from different schools of capital complex, including children from Donyi Polo School for Hearing impaired, Chimpu and Collegians from Don Bosco College, Julli took part in the programme.

Lt Col JS Marwah (Retd), father of the Governor also joined in the plantation along with Capital Complex Deputy Commissioner Padmini Singla, SP Hibu Tamang, Chief Conservator of Forest T. Millang and other senior officers of Forest department.  Members of Muskan society and Raj Bhavan officials also actively took part in it.

Large numbers of saplings, including Teeta Champa and Hollong which are found in the foothills to middle belt of the Arunachal Pradesh to Hollok trees of Tirap, Changlang and Lohit areas were planted on the day.

Rudrask, timber valued trees like Bogi Poma, Lali Poma and Jamun, medicinal trees like Arjun and Camper, multiple uses trees like Kanchan and flowering ones like Gulmohar in addition to much valued species like Azar were also planted by the participants in the Raj Bhavan Complex. Yachang Tacho adds from ZIRO: As a part of mass tree plantation programme with the slogan ‘Go Green Arunachal’ being organized throughout the state, a number of saplings have been planted in Govt. Secondary School, Hapoli today.

Organized by the Lower Subansiri division forest officer in collaboration with Lower Subansiri deputy commissioner, the programme saw the participation of DC Sadhana Deori, local MLA Nani Ribia, DFO Hibu Tadi, HoDs apart from the school children and staff.

 

Trinamool Congress sets eye on Arunachal

Itanagar, Aug 16: The Trinamool Congress (TMC) led by its firebrand leader Mamata Banerjee is all set to spread its wing in Arunachal Pradesh by fielding candidates in the forthcoming Assembly elections due in October this year.

“Union minister and TMC general secretary Mukul Roy is scheduled to attend a public meeting here on August 23 next for giving a final shape to the decision”, vice chairman of Nefa Indigenous Human Rights Organisation (NIHRO) Domin Loya told a press conference here this morning.

Loya, who is also the former All Arunachal Pradesh Students’ Union (AAPSU) general secretary, informed that he had resigned from the post of general secretary cum spokesman of the Arunachal Congress (AC), a regional party, following betrayal by its leaders in carrying forward the aspiration of the people of the state on the right path of development.

On the fate of regional parties in the state Mr. Loya commented that the existence of such parties was more dependent on the whims and fancies of the political leaders who may anytime opt to join the national parties at the throw of a hat.

“Such is the pitiable state-of-affairs of politics in this sensitive border state today that the genuine cause of the indigenous people has taken the back seat while vested political interests of politicians have taken over the reins of government overlooking the interests of the people”, he added.

On the recent assembly decision for creation of two autonomous district councils (ADCs), Loya termed it as a ‘move to divide the people of the state’.

“If ADC is to be created then why for two region it should be for the entire state”, he commented and added that time had come that Arunachal need to be re-organised. UNI

“Bold decisions based on sound political judgment is the need of the hour”

Madam,

At the present time when the selection of headquarter for the prospective Lower Siang is mired in controversy, it is feared that personal bias rather than sound judgment of the bureaucratic/political power players may become key factors in influencing the final decision. Going by the nature of the controversy, the dilemma of those at the helm of affairs is well understood ; but bold decisions based on sound political judgment is the need of the hour.

For the inhabitants of the entire Likabali sub-division, creation of a new district headquartered at Basar would be vain (because of the distance factor).Likabali is located at a strategic point as it is the  geographic centre and can serve as an epicenter both administratively and commercially.

Driven by personal bias and sheer jealousy, some people from other districts are unnecessarily poking their noses into the affair and directly/indirectly opposing the creation of Lower Siang with Likabali as its headquarter. To state the obvious, it is a matter that solely rests between the concerned people and the government. Others who are unaware of the local problems and needs should better mind their own business.

Inter-state boundary problem is a matter deserving utmost attention. The adage 'Good walls make good neighbors’ need to be kept in mind. It is hoped that considerations such as inter-state boundary security, administrative and overall public convenience, strategic location in terms of geography and commercial potentials will be given top priorities in the whole scheme of things.

Chose an appropriate location as district HQ

Madam,

The basic need for creation of a new district emanates from the fact that people expect the optimal benefit of development to reach them without much struggle. It is sometimes impossible or quite inconvenient on the part of the district administration to effectively communicate and take care of the needs of those villages/circles that are located far removed from their district HQ. The people of such areas may fail to see the light of the much trumpeted development the government has to offer. The changes in the rate of literacy and development usually take a perceivable slow pace of movement.

Literacy rate and socio-economic curves of the inhabitants of the remote villages under Kangku and Gensi Circles of West Siang Disrict have not taken the expected up- turn till date probably due to their remote geographical location from the present district HQ, Aalo.

Aalo is at a land – road distance of 150 km (the entire length being in the difficult hilly terrain of the district ) from Likabali & Gensi Circles and more than 200 km from Kangku and Nari-Koyu Circles. Unless felt highly essential, people residing in the foot-hill and those in Gensi Circle rarely visit Aalo due to the same reason of tedious road- length.

This is how, the people of the foot-hill region, including Gensi administrative area of West Siang District, long ago, started feeling the urgent need of creating a separate district with its HQ at a convenient and central location.

The people of the given areas are much grateful and shall remain so to the Chief Minister Dorjee Khandu, and his government for approving creation of Lower Siang District.

However, if the rumour is to be believed, selecting Basar, which is only 45 km away from Aalo, as the permanent HQ of the new district does not seem to be  a favorable indication in ameliorating the communication hardships being faced by the people of Kangku, Likabali, Gensi and Nari-Koyu administrative areas. Also, Likabali and Nari administrative HQs, being at the Assam- Arunachal Pradesh border line, are not quite safe from inter-state-dispute related disturbances ( it would be a separate issue if proposed for temporary HQ). Locating the desired site for the HQ somewhere around Siji Village or at Garu/Dari or in between the three, may not give raise to expression of strong public resentment. With the HQ stationed somewhere around Siji Village, people from Basar, Gensi and Dari areas will have the multi-pronged advantages of visiting the new district HQ and Itanagar for official and other works as well as Silapathar and other Assam towns for trading/marketing of essential commodities – all in one trip.

From the environmental health point of view, it would be the most welcome step to house the HQ safely away from all major and important rivers of the new district since rivers are home to aquatic life and source of clean drinking water for both human and non-aquatic animals throughout their course of flow. Situating HQ nearby such a river is sure to pollute and disturb the riverine ecology irreparably.

Therefore, it would be a blessing, especially for the entire populace of the foot-hill villages if the government go by their wish and approve a location of general consensus of the people much concerned, the foot-hill people (Nari, Likabali and Kangku Circles) and also those of Gensi Circle. The people of the upper areas of the new district, too, are not kept derived or neglected in the determining exercise to find solution for a larger common cause.

To add, the proposal for a more appropriate name for the new district acceptable to all for adoption is a good idea.

It all comes with Swine Flu!

Madam,

Either it be sensational H1N1 virus or the superstar AIDS virus (HIV), life cannot come stand still. Sure the theatre will run full house for a few weeks but eventually the show must end.

I am in Pune at the moment amid panic and chaos. I am afraid but serene. My dear ones call me more than thrice a day (99 missed calls on one particular day) and I am advised to take every known spice in their vocabulary with milk to parry off the incessant blows from H1N1. In fact I am to receive god-only-knows substance from my home, courtesy my mom, in a few days to add to my already burgeoning collection of arsenals for my fight against H1N1 virus. Their concern is genuine and legitimate.

This type of situation is also very ideal for the spread of another kind of virus more deadly than H1N1 itself; Rumours. The worst casualty of rumours this time around is my stomach. I am asked to abstain myself from non-vegetarian food. If you happen to surf net you can actually gauge the real menaces of rumours. The most brazen of all was the estimation that 30 percent of the Indian population will suffer from swine flu by 2010.

And please let the boy come home with or without flu. It is very curable. Do not take unnecessary products (in this case “experts’ opinion”) just because it is free. If possible ask the government to prohibit cigarettes from entering the state which is more fatal and is tangible devil.

Personally, I have no ill feelings towards my adversary; instead I am glad I got couple of holidays to catch up with my reading because of him/her (? actually virus is asexual). And right now I have so much leisure time that I wrote this piece. Bear it. And please lets this be known that pigs can be devoured as usual. Bon appetite!

Payeng does not have to right to speak on our behalf

Madam,

The news item under the headline "Mara deserves to be candidate" published in your local daily on 14/08/09 has compelled me to express my resentment over the statements of former MLA Tara Payeng.

Tara Payeng does not have the right to represent the entire population of 23rd ST Taliah Assembly Constituency to appeal for candidature of any individual.

He should realize his own locus Standi as leader of the area and numbers of people behind him in his support. He should take peoples confidence before publishing such appeal in Media.

The appeal made by Tara Payeng who contested last Assembly Election and could gathered only 93 votes and only 13 votes while contesting last Panchayat election for ZPM bears no weightage.

He should also collect and compile all relevant facts and figure of Punji Mara before releasing any statement on his track record.

Most interestingly, Tara Payeng is unaware of the facts about Mara who was elected as Independent Legislature in the year 1994 and joined INC. Subsequently he played vital role in formation of Arunachal Congress Party by toppling then ruling INC govt. Since then he remains as active worker of AC party till 2004.

Therefore sincerity and dedication of Mara towards the INC party as claimed by Tara Payeng is false and baseless.

Hence, Tara Payeng should not publish such articles in the media with an intention to mislead the people and PEC (INC).
